W.Va. Mine Closing to Affect CSX Branch

Plans to shutter a West Virginia coal mine are expected to result in the mothballing of the CSX Cabin Creek Subdivision.

Blackhawk Mining said it would shut down its Tom’s Fork Prep Plant in Eskdale within two weeks after March 11. The facility is the only CSX customer on the 12-mile branch located southeast of Charleston.

The layoff notices sent on Jan. 11 cited market conditions and will affect 146 employees. The layoffs are expected to be permanent.

The mine had been owned by Patriot Coal until it filed for bankruptcy protection in 2015. Blackhawk acquired the property last year with plans to re-structure its operations.

Coal loaded at the Tom’s Fork Prep Plant was sent to domestic utility and export customers.

The former Chesapeake & Ohio route had been averaging two to three trains per week
