Neil Moyer has been named to serve as acting director of the Office of Passenger Rail of the U.S. Surface Transportation Board.
He has coordinated the new office. In a news release, the STB said Moyer “is a recognized expert in issues involving Amtrak and passenger-rail service in the United States.”
The office will be responsible for investigating and analyzing Amtrak on-time performance issues.
A section of the Passenger Rail Investment and Improvement Act of 2008 authorizes federal regulators to investigate the causes of substandard passenger-rail on-time performance, to identify mitigating measures, and, under specified conditions, to prescribe relief.
